2. The Republic (State) has its own constitution and legislation. A territory, a region, a city of federal significance, an autonomous region, an autonomous district has its own charter and legislation.
3. The federal structure of the Russian Federation is based on its state integrity, the unity of the system of state power, the division of subjects of jurisdiction and powers between the bodies of state power of the Russian Federation and the bodies of state power of the subjects of the Russian Federation, equal rights and self-determination of peoples in the Russian Federation.
4. All subjects of the Russian Federation have equal rights in their relations with federal government bodies.
