The migrant exam is a mandatory test in the Russian language, Russian history, and the basics of Russian legislation. It is required to obtain a Work Patent, Temporary Residence Permit (TRP), Permanent Residence Permit (PRP), and citizenship
- Legally incapacitated foreign citizens
- Children under 18
- Men over 65 and women over 60
- Participants of the State Program for the voluntary resettlement of compatriots to the Russian Federation
- Highly qualified specialists (HQS) and their family members applying for a residence permit
- HQS applying for a work permit, as well as journalists
- Foreign citizens applying for a residence permit as native Russian speakers (they take a different exam)
- Citizens of Belarus, as residents of a Union State country (Federal Law No. 465-FZ dated August 2, 2015)
- Foreign citizens with parents or children who are citizens of the Russian Federation and applying for a residence permit
- Foreign citizens with a school certificate obtained in the USSR before 1991 or a diploma issued in the Russian Federation
The exam consists of three modules:
- Russian Language – assessment of speaking, listening, reading, and writing skills
- Russian History – knowledge of key historical events
- Basics of Russian Legislation – understanding of migrants’ rights and responsibilities in Russia
Exam fees:
- Work Patent — 3,800 RUB
- Temporary Residence Permit (TRP) — 5,900 RUB
- Permanent Residence Permit (PRP) — 5,900 RUB
- Citizenship — 2,950 RUB per exam (total 5,900 RUB for both exams)

- Permanent Residence Permit (PRP) — unlimited
- Citizenship — unlimited
You need to provide:
- Passport (original and copy)
- Notarized translation of the passport into Russian (if not in Russian)
- Migration card (if entry to Russia was visa-based)
- Registration at place of stay (if available)
- Payment receipt (if required)
You can take the exam at accredited state institutions that conduct testing in the Russian language, history, and legislation. Our website provides a full list of accredited institutions across all cities in Russia, including contact details.
The number of attempts is unlimited. You can retake the exam as many times as needed. However, each attempt must be paid for separately.
If you do not pass, you can retake the exam after 30 days. Some accredited institutions may allow earlier retakes, so it is recommended to check the conditions in advance. Each retake requires a new payment.
